EETT launches new application for pre-screening of retail tariffs by telecom operators

EETT, in an effort to promote fair competition and transparency in the market and in
accordance with current regulatory framework, has developed and put into operation a new web
application called “Preliminary Test Module” (PTM). The application is based on the main model used
by EETT for the examination and approval of OTE’s retail tariffs for individual and / or bundled
services of fixed telephony and Internet and enables the telecom operators themselves to pre-screen
and evaluate these tariffs.

In particular, through EETT’s application, the alternative telecom operators are enabled to
examine the replicability of OTE’s current retail tariffs. As for OTE, they may themselves conduct
a preliminary audit of their retail tariffs before submitting them to EETT for approval.

EETT’s authority to examine retail tariffs of bundled services results from the regulatory
obligation imposed on OTE as a provider with significant market power, inter alia, in the retail
fixed access market. EETT’s aim is to make sure that the Greek telecommunications market is
functioning properly, by ensuring competitive services at affordable prices for consumers in the
long run.

It must be noted that the “Preliminary Test Module” (PTM) is addressed solely to telecom
providers, and the results of its use are not, in any case, binding for EETT.
