EETT’s active participation in the Global Symposium for Regulators (GSR-13)

Dr. Leonidas Kanellos, President of EETT and BEREC Chair, participated in the Global
Symposium for Regulators (GSR-13) of ITU (International Telecommunications Union), on 3-5 July
2013. The Symposium, held in Warsaw, was attended by more than 650 representatives from Regulatory
Authorities or Ministries as well as representatives from private sector entities from 131
countries. Important issues concerning global regulatory policy were discussed, including the role
of regulation in attracting investment, the funding of Universal Service, the use of “white zones”
of the radio spectrum, the promotion of electronic transactions under secure and trustworthy
conditions and the new business models for content delivery and service provision over broadband
networks.

EETT President and BEREC Chair, Dr. L. Kanellos, moderated the discussion on the pricing of
interconnection services in broadband networks during the transition to IP networks, focusing on
issues of competition and new pricing models of interconnection services between providers. The day
before the Symposium, the annual meeting between BEREC and the REGULATEL (the Latin-American Forum
of Telecommunication Regulators) was held under the chairmanship of Dr. Leonidas Kanellos. The
meeting was attended by 44 representatives from 23 Regulatory Authorities of Europe and South
America, as well as from the European Commission. Issues of common interest were discussed and it
was agreed that a Memorandum of Co-operation between the relevant Regulators will be prepared.

On the same day, Dr. Leonidas Kanellos, under the auspices of the International
Telecommunication Union (ITU), chaired a meeting of the Regulators’ Associations. The meeting was
attended by representatives of 18 regional Regulatory Associations from Europe, America, Asia and
Africa and the discussion focused on broadband promotion policies, International Roaming and the
funding of the Universal Service. Following a proposal by BEREC Chairman, the participants agreed
to map the regulatory jurisdiction of each Regulatory Association. It was also decided to take
initiatives so as to exchange know-how and develop cooperation for the effective regulation and
supervision of electronic communications markets. At the closing ceremony of the Symposium, the
President of EETT presented the results of the above mentioned meeting with the Deputy Secretary
General of the ITU.
